Revisits Tomlinson's legacy in agricultural policy, influencing rural development in South Africa.
This paper revisits the legacy of the 1954 Tomlinson Report, a seminal blueprint for rural development in apartheid-era South Africa and examines its influence on agricultural and rural development policy over seven decades. It reviews how the Tomlinson themes of economic dualism, tenure reform, modernisation, and farmer empowerment were influential in subsequent scholarship and policy discourse through the apartheid and democratic eras. Despite partial implementation and persistent underdevelopment, Tomlinson’s vision continues to inform contemporary debates on land, infrastructure, skills development, and inclusive growth. The paper concludes by pointing to the unfinished agenda of rural transformation and calls for agricultural economists to persist in informing policies that align with Tomlinson’s principles.
