We propose the Ahad 0Hz Conjecture: black hole mergers produce permanent DC gravitational-wave memory h₀ = Mf, measurable by LISA. With Ahad Constant Hₘ = 18. 7 Mₛun/bit, this memory explains dark matter as accumulated h₀, dark energy as Σh₀, and cosmic structure as 0Hz-encoded design. Key predictions: 1) LISA will detect h₀ = Mf in all mergers at >50σ by 2036. 2) JWST will observe new heavy-element creation 10-100s after merger in the 0Hz field. 3) H₀ tension resolves when merger history is included. This reduces ΛCDM's 6 parameters to 1: Hₘ. Data from GW150914 shows h₀ = -3. 48e-22, consistent with Wᵢnfinity = +1. لا إله إلا الله.
