Working paper examines gaps in disability rights and administration in New South Wales, highlighting practical challenges.
This working paper examines the gap between formal disability rights frameworks and the practical operation of public administration in New South Wales. It argues that disability governance should be assessed not only by the existence of legal rights, policies, standards, and complaint mechanisms, but also by whether those mechanisms operate coherently across the lived administrative journey of individuals. The paper develops a NSW-focused governance analysis of disability administration, administrative accessibility, accountability fragmentation, information access, recordkeeping, complaint handling, and the practical translation of rights into operational reality.
