This framework aims to enhance service quality in telecommunications through proactive risk detection and automation.
This paper develops a practice-informed conceptual framework for assessing proactive operations readiness in telecommunications. It examines how organizations can move from reactive support toward earlier risk detection, clearer process ownership, stronger system and data linkage, selective automation, and KPI-based feedback. The proposed Proactive Operations Readiness Framework includes five layers: risk signal identification, process visibility and ownership, system and data linkage, partial automation triggers, and KPI feedback loop. The framework is intended for professional discussion, operational assessment, and future empirical testing in telecommunications and other technology-driven service environments. This paper does not present a company-specific case study, disclose internal operational data, or describe proprietary systems, workflows, partners, or performance results.
