Version 1.1 expands the framework's architecture with formal models and operational specifications, supporting future analysis.
Version 1.1 expands the initial Blueprint 3.0 preprint by introducing a comprehensive technical supplement that formalizes the Framework's mathematical, fiscal, administrative, and implementation architecture. While Version 1.0 established the constitutional philosophy and institutional design, this edition provides illustrative quantitative models and operational specifications intended to demonstrate how the proposed institutions function in practice. Major additions include formal mathematical definitions of Public Bandwidth, illustrative fiscal revenue modeling, a financial framework for the Federal Health Floor, National Capacity Credit mathematics, constitutional transition modeling, institutional stress-testing across multiple economic scenarios, and an integrated implementation framework. These appendices are intended to complement the conceptual framework rather than serve as definitive fiscal forecasts, leaving empirical calibration to future research and legislative analysis. Version 1.1 also improves the manuscript's organization and technical completeness while preserving the constitutional philosophy presented in the original release. The result is a more comprehensive systems-level proposal intended to support scholarly discussion, policy analysis, and future empirical refinement.
