The purpose of this study was to gain a deeper understanding of how doctoral programs foster leadership development in counselor education and identify recommendations for incorporating leadership-related learning outcomes and multicultural leadership identities. Using a Delphi method, this study provides expert consensus feedback on the factors and experiences needed to develop leadership identities, and recommendations for multicultural pedagogy in doctoral counselor education and supervision programs.
