It focused on four key dimensions of cloud security management—access control, data protection, incident response, and security policy compliance—and assessed how these practices affect the reliability, accessibility, efficiency, and quality of county digital services. Methodology: The study adopted a descriptive cross-sectional survey design targeting 500 ICT officers, system administrators, departmental managers, and registered e-service users. A sample of 222 respondents was selected using Yamane's formula and stratified random sampling. Data were collected through structured questionnaires and analyzed using descriptive statistics and multiple regression analysis. Findings: The study achieved an 87.8% response rate, with 195 completed questionnaires returned. Findings revealed that cloud security management had a strong, positive, and statistically significant influence on service delivery in Nairobi City County e-services. Correlation analysis showed a significant positive relationship (r = 0.748, p < 0.01), while regression analysis established that cloud security management significantly predicted service delivery (β = 0.643, B = 0.512, p < 0.001). Access control and multi-factor authentication received the highest ratings, whereas incident response and regular security audits scored comparatively lower, indicating areas requiring improvement to enhance service reliability and citizen satisfaction. Conclusion: The study concludes that effective cloud security management significantly enhances service delivery in Nairobi City County e-services. Strengthening access control, data protection, incident response, and compliance mechanisms improves system reliability, service accessibility, operational efficiency, and citizen confidence. Investment in comprehensive cloud security frameworks is essential for sustainable digital government service delivery.
