This paper explores how socio-technical factors influence cybersecurity performance in Vietnam’s telecom industry through the framework of socio-technical systems theory (STS). The research investigates various factors, including training, culture, policies, trust, stakeholder engagement, technical infrastructure, emerging technologies, and daily tasks. Our findings indicate that training, culture, infrastructure, stakeholder engagement, and emerging technologies do not show a significant positive impact on cybersecurity performance. In contrast, policies, organizational trust, and the integration of cybersecurity into daily tasks are positively associated with improved security outcomes. These results suggest that a combination of technical measures and socio-organizational factors is more effective in enhancing cybersecurity.
