Publication context: Carlonoscopen Journal of Coherence Intelligence (CJCI), Volume 1, Issue 18. This paper introduces RSP-M/CNX as a governed loop-context compiler for repeated agentic workflows. RSP-M, or Regenerable Structural Prompt Metabolization, transforms stable workflow doctrine into semantic bindings, preserves exact obligations as literal islands, represents repeated procedures as loop macros, and communicates current work through sealed delta packets. CNX provides the authority-separation boundary: RSP-M optimizes context handling, while policy, validation, audit, and human approval govern action. The paper describes a local-first, machine-readable reference scaffold supporting JSON/YAML schemas, command-line validation, packet sealing, strict manifests, compatibility adapters, machine-checked literal-island hashing, public-release profiles, pilot templates, and custody-idempotent tests. Local validation of the Phase 0B.2 artifact reported 85/85 scaffold tests and 28/28 hardened-procedure tests passing, with manifest verification passing before and after tests. The reported context-reduction values are artifact-level engineering estimates from character counts in one documented development workflow. They are not provider-side token, billing, latency, GPU-utilization, or energy measurements. The paper does not claim production deployment, formal compiler equivalence, universal cost reduction, or measured energy savings. The accompanying ZIP package contains the CJCI/Zenodo publication files, peer-review memo, public/IP posture, no-overclaim statement, evidence map, manifest, and checksum records.
