As digital innovation becomes a key driver of competitive advantage, enhancing organizational digital innovation has gained increasing attention. This study examines how Open Government Data (OGD) policies drive corporate digital innovation through a quasi-natural experiment based on China’s multi-phase OGD implementation. Using panel data from 2008 to 2022, we confirm OGD’s significant positive impact on corporate digital innovation. Mechanism analysis identifies three key pathways: strengthening digital infrastructure, fostering high-tech talent, and enhancing corporate digital awareness. Heterogeneity analysis shows stronger effects for non-state-owned enterprises, firms outside the Yangtze River Economic Belt, and those with higher financing constraints. The study provides theoretical and empirical insights for optimizing data governance and highlights the need for tailored policies to address firm-level disparities. Our results underscore the pivotal role of public data in digital economic growth and offer valuable guidance for maximizing OGD’s impact on corporate digital innovation.
