Purpose This study aims to critically examine the conceptualisation of governance in halal tourism scholarship and explores its implications for sustainable destination transitions. Moving beyond dominant market- and compliance-oriented perspectives, the study seeks to reposition halal tourism governance as a dynamic process of legitimacy negotiation, institutional adaptation and sustainability transformation.
