Sovereign Institutional Capacity and ESG Integration in Nordic Economies: A Comparative Macro-Institutional Analysis

Abstarct This study examines how sovereign-level institutional conditions shape the capacity for ESG (Environmental, Social, and Governance) integration across four Nordic economies, namely Denmark, Finland, Norway, and Sweden, over the period 2013 to 2022. Rather than measuring firm-level portfolio decisions or financial flows, the study adopts a macro-comparative institutional design consistent with the sovereign ESG literature, treating national environmental performance, social welfare outcomes, and governance quality as proxies for the institutional conditions that enable, constrain, and signal ESG integration in national investment environments. Drawing on annual data from the World Bank across seven indicators, supplemented by linear time-trend regression and correlation analysis, the study identifies differentiated ESG-relevant trajectories across the four countries. All four Nordic economies demonstrate statistically significant downward trends in CO₂ emissions per capita, although the pace and institutional drivers of this decarbonization diverge notably. Governance indicators reveal that institutional stability is not uniform across the region: Denmark maintains the most consistent governance performance; Sweden combines environmental leadership with selective governance pressures; Norway exhibits tensions between resource dependence and institutional coherence; and Finland shows adaptive yet geopolitically sensitive performance. The study contributes to the sovereign ESG and comparative institutional literature by demonstrating that even among highly advanced welfare states, differences in regulatory structure, resource dependence, and policy coordination generate distinct institutional pathways for ESG-oriented capital allocation. Findings carry implications for policymakers and institutional investors seeking to align sovereign and subnational institutional frameworks with long-term sustainability and SDG-aligned investment objectives.
