This record contains the project proposal for the Strategic Contamination Domain (SCD), a pilot-ready, privacy-safe, mobile-first dengue response and data reconciliation platform designed for local subdistricts (kecamatan) in Indonesia. Developed by Team H³ Novus from SMA Negeri 103 Jakarta, this innovation addresses critical operational gaps and data fragmentation in community-level vector-borne disease management. Background & Problem Statement Dengue remains a severe public health burden in tropical archipelagos like Indonesia, where transmission is highly driven by localized climate variations. While community surveillance programs like Jumantik (Juru Pemantau Jentik) perform vital neighborhood inspections, local mitigation workflows are frequently bottlenecked. Health facilities (Puskesmas), administrative offices, and field workers often operate with fragmented data structures. This results in significant coordination delays between clinical case detection, community alerts, and targeted field responses. The Solution: Strategic Contamination Domain (SCD) SCD acts as an operational layer and localized command center that bridges health facilities, neighborhood teams, and citizens. By prioritizing data privacy through geographic aggregation, the platform treats clinical data, community hazard updates, and weather patterns as complementary risk indicators. Rather than forcing a strict 1:1 data match, the system flags reporting discrepancies as areas needing immediate field verification, maximizing localized agility. Key Features & Innovation Modules Cross-System Data Bridge: Resolves reporting gaps by visualizing data alignments and discrepancies between subdistrict admin records, health centers (Puskesmas), and field reports. Weather & Larvae Risk Alerts: Dynamically translates localized weather shifts into actionable neighborhood alerts (e.g., highlighting standing water risks post-rainfall). Smart 100m Priority Radius: Automatically maps precise, actionable boundaries around verified case signals to guide rapid epidemiological investigations. QR-Based Citizen Reporting: A low-friction gateway enabling community members to log environmental hazards instantly via QR codes without requiring an app download. Command Center & Positive Gamification: Equips subdistrict coordinators with quick-action buttons for logistics and fogging deployments while keeping Jumantik field officers motivated via non-punitive milestone tracking. Prototype Scope & Methodology As a student innovation model developed for competition tracking, the platform is designed around an agile, cost-effective, and highly replicable architecture. It features a responsive mobile-first UI/UX, localized JSON-driven database frameworks to securely manage mock datasets, and functional CSV batch uploads. The pilot rollout plan limits implementation to a single subdistrict framework to strictly respect health data governance guidelines and prioritize system explainability.
