Working Paper introduces Ocean Intelligence framework for ocean governance and science integration.
This inaugural Working Paper introduces Ocean Intelligence as a new interdisciplinary paradigm for understanding, governing and educating about the global ocean. It argues that the greatest challenge facing twenty-first-century ocean science is no longer the acquisition of data but the integration of scientific, technological, geopolitical and governance knowledge into coherent frameworks capable of supporting informed decision-making. The paper develops the theoretical foundations of Ocean Intelligence, proposes the methodology of Integrated Ocean Analysis (IOA), introduces the Ocean Geopolitics School as a long-term research programme, and establishes the conceptual basis of the Ocean Geopolitics Centre Working Paper Series. Intended for researchers, universities, policymakers and maritime institutions, it contributes to emerging debates on ocean governance, artificial intelligence, Earth System Science and strategic maritime studies.
