Version 2 (July 2026) This version incorporates responses to rigorous peer feedback and adds substantial new material developed in collaboration with an independent reviewer. The main additions are: 1. Complementarity of metrics. An explicit distinction between the Minkowskian state metric and the Euclidean kinematic metric is introduced. The necessity of two metrics is shown to follow from a generalized complementarity principle (state and motion as irreducible aspects), with the two metrics related by a Wick rotation. A companion paper [X] provides the full mathematical development, including precedents in bimetric gravity. 2. Universal coupling and the equivalence principle. A new section clarifies that the Psi_mu field augments---not replaces---general relativity. The coupling is universal (g_Psi ~ O(1)), preserving the equivalence principle, while the source is specific to coherent neutral charge. A companion paper [X] develops the dynamical mechanism for spontaneous phase coherence via Psi_mu torques and angular momentum alignment. 3. Geometric derivation of Delta_theta = pi/(2A). The incremental rotation angle, previously postulated, is derived in a companion paper [X] from the null-vector condition of the free neutron and the requirement that the collective rotation angle be twice the polar angle in the internal nuclear plane. 4. Functional independence of B_Phi. A companion paper [X] demonstrates through partial correlation analysis (r_partial = 0.921) that the Phi_mu binding contribution is independent of the standard Bethe-Weizsacker symmetry term. 5. Technical naturalness of M_0. A companion paper [X] proves that the ultralight photon mass M_0 ~ 10⁻³³ eV is technically natural a la 't Hooft, with radiative corrections delta_M0/M0 < 0.01, and provides the Stuckelberg formulation. 6. First-principles estimate of Sigma_0. A companion paper [X] derives Sigma_0 ~ 10 MeV from the QCD scale, showing that the empirical value Sigma_0 ~ 11 MeV is a verification rather than an input. 7. Energy balance in neutron beta-decay. A companion paper [X] constructs the multicomponent partition of the neutron's neutral charge self-energy among binding, kinetic, electromagnetic, and neutral charge radiation channels, with specific falsifiable experimental signatures. Minor corrections: The footnote to Table I has been updated to list all d=0 nuclei for which B_Phi=0, and the parameter table has been reformatted for improved readability. These additions strengthen the framework without altering any of the model's predictions. The original results---67% nuclear binding fraction, lambda_chi ~ eta(v) to 2%, and |q_chi^ext| = m_n/M_Pl---remain unchanged. Original version (v1): July 2026.Current version (v2): July 2026.
