Reference implementation demonstrates risk scoring in urban infrastructure and HCC surveillance, suggesting practical applications in climate risk assessment.
Reference implementation of the Risk Mechanism Theory Index (RMTI), adeterministic, decision-ready risk scoring framework grounded in RiskMechanism Design and Theory (Marolla 2018). The repository implements thecore two-stage risk computation (R = L·E·V·(1-ρ)), the Expected Annual Lossseverity layer, the log-normalized population exposure transform, and ageneralized multi-hazard/multi-category extension, applied across twodomains: (1) urban infrastructure investment and climate risk, validatedagainst a six-city Sub-Saharan Africa cohort (Bamako, Lagos, Lilongwe,Nairobi, Dar es Salaam, Lusaka; World Bank AFRI-RES compendium, 2023), and(2) hepatocellular carcinoma (HCC) surveillance triage. The urbaninfrastructure application is described in "From Narrative to Algorithm: ARisk Mechanism Theory Index for Urban Infrastructure Investment inSub-Saharan Africa" (Marolla, submitted to Natural Hazards, manuscriptNHAZ-D-26-03050).
