Observer-History-Dependent Cosmology (CDHO): coherence law, geometric route, and an empirical arc Version 3. This version establishes the exact 3+1 coherence laws of the scaled framework, superseding the earlier parametric characterization of the SO(3) sector: the perturbative Casimir theorem (fixing the spinor/vector ratio at exactly 3/8 and refuting (1+c)e^-c as the vector law of 3+1 at 31 sigma, the 2+1 law remaining a theorem of its own sector); the closed spinor law C_s(c) = (3/2)e^(-c/3) - (1/2)e^(-c); and the exact structure of the vector law, which is not a finite sum of exponentials. The finite consensual-time asymptote becomes T_inf = 2.0696 t_P/kappa. The cosmological confrontation as executed used the 2+1-sector law then in force; its pre-registered re-execution with the exact 3+1 vector law is declared as an open problem, and the cosmological overdetermination is accordingly presented as an indication within a superseded model, not as evidence for the scaled framework. A referee-style review was conducted and its requests addressed (2+1 qualification of the coherence-law theorem; clock-theorem proof referenced to the realization lemma of the monograph; conditional restatement of the amplitude-classification theorem; strengthened statement of the statistical insignificance of the supernova Delta-chi2; expanded no-deformation-of-redshift argument).
