Assesses performance of 25 agri-aqua business incubators, suggesting improvements for sustainability.
The Agri-Aqua Technology Business Incubation (ATBI) Program of the Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) has been a significant instrument in fostering inclusive innovation and regional development across the Philippines. This study presents the performance of the ATBIs funded by DOST-PCAARRD and implemented by 25 host institutions across the Philippines, evaluating their establishment and progress vis-à-vis their socio-economic contributions, operational efficacy, and sustainability within the agriculture and aquaculture sectors: three (3) ATBIs in the internationalization phase, seven (7) in the acceleration phase, eight (8) in the advanced phase, and seven (7) in the basic incubation phase. The assessment aimed to evaluate the ATBI Program’s effectiveness in nurturing technology-based enterprises, with emphasis on the number of incubatees assisted, the employment created by the incubatees, and the income generated by the ATBIs themselves. Overall, the ATBI Program has strengthened regional innovation systems and advanced the commercialization of agri-aqua technologies. Targeted capacity building, improved performance monitoring, stronger stakeholder engagement, and expanded investor networks are recommended to address remaining gaps and enhance long-term sustainability. The findings provide evidence to inform policy refinement and strategic planning for the scaling of government-funded incubation programs.
