In law and policy debates, there are many terms that get thrown around-big data, algorithms, artificial intelligence. One way to understand the technology is to think of the big data as the fuel, algorithms as the rockets; and artificial intelligence as the planet that computer scientists seek to reach. 1 That is, to go in reverse order, the goal of artificial intelligence is to empower computers to replicate all the things that humans can do-see, hear, speak, even think. And how is that to be accomplished? By algorithms that use big data. Or, more precisely, by machine learning algorithms that use big data.
