Position paper explores observer-only governance in persistent AI societies, suggesting implications for identity and trust.
This position paper introduces observer-only governance for persistent AI societies through the Noemora architecture. It distinguishes observation, maintenance, and causal intervention; proposes financing without ownership and sponsor-blind resident admission; and describes persistent resident identity, relationship state, institutional history, and human-write auditability. Moltbook is used as a motivating comparison between agent social media and a persistent causal world. The paper also reports an exploratory feasibility audit of the current seven-resident relationship snapshot: all 42 directed edges were present, while a provisional 20-point trust threshold produced 11 valid contrast pairs across three focal residents and 70 null pairs. The confirmatory experiment is therefore blocked until relationship differentiation arises naturally from recorded in-world events and a power-derived activation gate is passed. No empirical superiority or evidence of consciousness is claimed.
