Phase-Shift Cosmology (PSC) proposes that spacetime geometry, gravitational attraction, and quantum structure are all manifestations of a single underlying substrate: a universal phase field Φ(x,t) evolving on a discrete tetrahedral lattice. We derive temporal phase gradients as the origin of gravitational potential, construct an internal node structure governed by the Law of Thirds and Conservation Operator, reinterpret momentum as phase angular momentum, and recover Newton's law and post-Newtonian corrections from a Least Phase Action principle. Strong nuclear force, particle masses, and the 256 observed Standard-Model symmetry-breaking modes emerge naturally from tetrahedral eigenfunction topology. Planck quantization is recovered as the minimal phase quantum. The framework is self-consistent, background-independent, and predicts discrete gravitational spectra testable at interferometric precision.
