Narrative review identifies strengths and gaps in municipal universal accessibility policies across Canada, suggesting improvements.
Introduction Many municipalities across Canada are showing interest in creating and implementing their own policies and actions that focus on enhancing universal accessibility and design. However, the extent of operationalization of universal accessibility in municipalities is unknown. Methods A narrative review approach to (1) identify existing Canadian municipal policies that deal with one or more aspects of universal accessibility in 2020 - 2021; (2) analyze and describe the main characteristics of these policies; and (3) highlight commonalities and gaps in the current policies. Results The scope, objectives, actions, and detail in the policies (n = 27) range from undefined to targeted. Twenty apply to accessibility across the municipality or to specific programs, services, or facilities. Others focus on construction and renovations and workplace accessibility. Conclusions The substantial variability highlights strengths and gaps in existing legislation. Political will and capital investment are needed to ensure the inclusion of all people in civic life.
