Reconstructs a framework for neural reconstruction, suggesting testable models and metrics.
This paper reconstructs the ten documented stages of Neural Array Projection Oscillation Tomography and turns their shared ideas into a testable neural-reconstruction framework. It defines matched model comparisons, causal signal operators, null tests, held-out outcomes, and clear failure conditions. A reproducible synthetic benchmark shows that the full candidate model improves one generated neural-recovery endpoint but does not produce a stable action advantage across the declared sensitivity study. The negative result is retained as a central finding. The paper includes no biological result and does not claim that brains implement the proposed framework or that a decoded neural state is consciousness. A frozen Neuropixels protocol is provided for a separate future biological study.
