This research aims to create an effective disaster management tool for residents in a disaster-resilient community in Taiwan, using the design thinking approach. While technology-based tools like mobile applications and databases have been found to enhance the efficiency of disaster data management, developing a tool that addresses the specific needs of residents is a challenging task. To create a tool that can address user needs and pain points, the research team adopted the double diamond model of design thinking, which involves identifying target users and their needs, developing solutions to meet those needs, and testing and evaluating the developed solution. After several iterations, a mobile application called Shuiyuan DPT was developed. A usability test revealed that the application could simplify the data management process and improve the efficiency of target users in their assigned tasks. This research also highlights the potential of design thinking to develop new tools or technologies that can help residents in disaster-resilient communities manage disasters effectively. The results of this research offer insights into the use of design thinking as an effective problem-solving approach for disaster management and provide a practical tool that can be used to improve the disaster management practices in disaster-resilient communities.
