A generalized fluid treatment for the excitation of electrostatic-electromagnetic waves in a weakly ionized inhomogeneous plasma with magnetized electrons, collision-dominated ions, and a cross-field electron streaming is presented. The relevance of the results to observable phenomena in the electrojet region of the ionosphere is discussed.
