Contains a review of the major factors affecting sex education in the 1970s and early 1980s. A variety of programs is described the political climate for sex education in those years is discussed and some of the key obstacles to initiating expanding or supporting sex eduation programs are presented. A discussion of emerging issues that will significantly influence the development and implementation of sex education programs in the 1980s is presented in the conclusions. (authors)
