In this paper a stochastic model of a fluctuating density field is developed. On this model, functions expressing the correlation between the densities at n points are derived. These correlation functions are used in treating the problem of the i]uctuations in brightness of the Milky Way in the light of the new picture of the continuous distribution of interstellar matter. The results of Chandrasekhar and are extended to the higher moments of the probability distribution of the brightness of the Milky Way. In the course of the study a few theorems relating to the stochastic theory of the stationary state are derived.
