The Distributed Multiple-Input Multiple-Output (D-MIMO) radar systems offer enhanced flexibility in transmit power and beam steering, which is essential for addressing challenges in Low-Probability-of-Intercept (LPI). This paper investigates an optimal agile response strategy for Joint Receive-Beam Scheduling and Power Allocation (JRBSPA) in a D-MIMO radar system under suppression jamming. The system adopts a hierarchically distributed fusion architecture, where node management follows a two-tier process: online filtering using the Joint Probabilistic Data Association-Square Root Cubature Kalman Filter (JPDA-SRCKF) for nodes that receive measurements, and offline updates assisted by global feedback for non-scheduled nodes. To address realistic scenarios, the jammer is assumed to proportionality allocate interference power among nodes by intercepted power level. Within the proposed non-convex mixed-Boolean optimization framework, the worst-case Predicted Conditions-Cramér–Rao Lower Bound (PC-CRLB) incorporates an Information Reduction Factor (IRF) to tighten the performance lower bound for multi-target tracking. A novel iterative solution approach, enhanced by a Tabular Logic Driven Boolean Optimization Method (TLDBOM), is developed to obtain near-optimal JRBSPA strategies. Finally, comprehensive simulation results validate the effectiveness and efficiency of the proposed method.
