Performance measurement may contribute to better productivity and to better accountability. However, for each purpose there may be a need for a different scheme of measurement. The paper explores the possibility that the renewed interest in performance measurement has to do with the politics of administration and the desire of legislative auditors to gain (or regain) influence.
