We present the Driven Spacetime Vortex Model (DSVM), a unified dynamical framework for spin evolution of accreting Kerr black holes under combined accretion torque and Blandford–Znajek (BZ) electromagnetic back-reaction. In the magnetically arrested disk (MAD) state, BZ spin-down drives black holes to equilibrium spins a_eq ≈ 0.31 (luminous thin disk) and a_eq ≈ 0.07 (thick non-radiative disk), versus the Novikov–Thorne limit of 0.998 — a spin gap of Δa_eq = 0.687, ten times larger than previous estimates. Three falsifiable predictions are derived: (P1) χ_eff ~ 0.1–0.3 clustering in AGN-MAD GW mergers (LIGO GWTC-4/5); (P2) Spearman ρ_s ≥ 0.3 between jet efficiency and accretion history (EHT/MOJAVE); (P3) XRISM/Resolve census of 30–50 AGN distinguishes MAD from Thorne equilibria at ≥5σ.
