A prominent American specialist on Soviet and Russian affairs presents the results of surveys conducted among foreign policy elites (N=200) and the general population (N=1,243) in European Russia in 1993. Survey instruments tapped attitudes toward economic, political, and foreign policy issues, including foreign economic relations and integration into the global economy. Results demonstrate substantial differences between elites and the general public on all three sets of issues, as well as unexpected relationships between domestic and foreign policy attitudes within both samples.
