MONK S. (1991) Job creation and job displacement: the impact of enterprise board investment on firms in the UK, Reg. Studies 25, 355–362. This paper reports the results of research into the job creation impact of local government initiatives in the form of enterprise board investment in firms. The research studied a sample of firms in receipt of loans and share capital and estimated the net additional jobs resulting from the investment. An attempt is made to measure the ‘deadweight’, or extent to which the company would have formed or expanded anyway, and the local displacement and linkage effects. The study concludes that there is a net gain to the locality in terms of employment as a result of enterprise board activity.
