This study describes art empirical survey of 115 small businesses from across Canada which was designed to analyze the financial preferences of small-business owners. The purpose of the survey was to determine whether the perceived capitalization problem of small businesses could be addressed successfully via supply-side equity-incentive programs. Finally, conclusions regarding public sector options for better targeting of equity-incentive programs are discussed.
