Traditional chemical pedagogy relies heavily on the Aufbau Principle, often creating a 'gatekeeper' effect where students who cannot memorize numerous anomalous exceptions are marginalized. As the system scales to transition and inner-transition blocks, this rigid model breaks down, forcing students to rely on rote memorization. This research presents Sahil's Universal Law of Atomic Topology (SULAT), a unified pedagogical model designed to democratize chemistry education by making high-level concepts accessible to all students, regardless of their capacity for rote-memory. By shifting structural bookkeeping from energy-level hierarchies to spatial optimization—evaluating localized Coulombic pairing penalties against 3D subshell geometric constraints—SULAT eliminates the concept of "anomalies," providing a complete, zero-exception predictive framework operational across the entire periodic table. Beyond its chemical applications, this project serves as an innovation in Inclusive Education, directly contributing to SDG 4 (Quality Education) by creating a framework that allows students to master complex systems through spatial reasoning rather than rote memorization, thereby removing the cognitive barriers that often lead to student dropout in STEM subjects.
