A discussion is given of cyclotron oscillations of tenuous plasma with a non-equilibrium ion velocity distribution. It is shown that even a slight inhomogeneity of the magnetic field may lead to the elimination of a certain class of unstable characteristic oscillations, even though a treatment in the 'local quasi-classical' approximation predicts instability for this case. The Laplace transform method is used to determine the evolution of the initial perturbations. It is found that the perturbations grow for a certain time, with a growth rate which can be calculated from the local theory and then are rapidly damped.
