Systematic investigations of the optical, magnetic, and magnetooptical properties of a well characterized europium rich silicate glass are reported in fields up to 100 kOe. Neither the magnetization nor the Faraday rotation data give evidence for a freezing of the spins above 1.5 K. However, depolarization measurements and various electron microscope techniques show the existence of 1000 to 2000 Å large clusters with magnetic and chemical properties which differ from those of the matrix. The role of the different exchange mechanisms in a metal and in an insulator is discussed and the importance of chemical clustering is stressed.
