Since July 1996, researchers at the Centre for Mental Health Services Development have surveyed senior managers of London mental health services to identify changing positions and attitudes. This paper compares positions and attitudes between 1998 and 1999. Central themes in the views of managers are discussed and potential implications for the management of mental health services are examined.
