In current condition, the relevant task of healthcare is to increase the availability and quality of medical care for the population of each subject of our country. The prospect of healthcare optimization, depending on the development characteristics of the Russian subjects, is of particular importance. Objective. To determine approaches to the subjects of the Russian Federation distribution, depending on the model of medical organizations’ territorial location model for healthcare system management improvement and strengthening of public health. Material and methods. The authors analyzed literature sources, regulations and requirements and statistical data in the healthcare sphere of the Russian Federation and foreign countries. Modeling, content analysis, logical and statistical methods were applied. Results. On the basis of the analysis, four models of medical organizations’ territorial location were developed. The article conducts distribution of subjects of the Russian Federation by the method of analytical grouping depending on the ownership to one of the models, established in the study. The basic criteria for subjects ranking were the population density, the occupied area size and the public roads density, that characterize the level of transport services, achieved in a particular subject. Statistically significant differences between medians of the established indicators in the formed groups are revealed. Conclusion. The study of factors, influencing the assignment of subjects of the Russian Federation to a particular model of medical organizations’ territorial location, contributes to the timely adjustment of strategic plans, which are essential for the effective management of healthcare development.
