Europe enters the second half of 2026 under three concurrent structural pressures: a Middle East energy shock that has driven Brent crude to approximately 108 per barrel and Dutch TTF gas to €52 per MWh; US tariffs averaging 15% on EU goods, which have compressed the bloc's bilateral trade surplus with the United States to less than half its 2024 value; and Chinese industrial competition reshaping European manufacturing markets in electric vehicles, batteries, and solar equipment faster than European industrial policy has responded. None of the three is resolving. All three interact. This summary presents ISDO's four-scenario framework for the European economic outlook through H2 2026 and 2027, including probability-weighted projections for GDP, HICP inflation, and ECB policy rates under each scenario. The ISDO central case, assigned 40% probability, is Stagflationary Pressure: euro area GDP growth of approximately 0. 5% in 2026, headline inflation averaging 3. 3%, and ECB deposit rates reaching 2. 50-2. 75% by year-end, with policy space constrained at both the monetary and fiscal ends.
