The text presents a comprehensive overview of community care. In particular, it sets out a balanced assessment of the modernisation policies currently being implemented. The authors ask fundamental questions, such as what is really new, and what is a continuation of the past. Wherever possible the book adopts a principle-based approach to its analysis, weaving in the historical and international context. This should enable it to be a useful reader for several years to come. Refreshingly, the authors don’t shy away from the contentious and are prepared to ask fundamental questions about roles and responsibilities, such as: will social services survive as a definable part of local government?
