A picture of resonance decays using only very general features of the quark model is applied to the case of ⁺{1}^{{-}}$ final states. Recent experiments on ${π}N{→}N{ρ}$ provide a crucial test of the model, which predicts correctly the dominant spin of the $N{ρ}$ system in several cases.
