For the second year running the comptroller and auditor general has qualified the audited accounts of the NHS presented to Parliament. This year the National Audit Office (NAO), which acts as Parliament’s financial watchdog, found unauthorised payments in the 1993/94 accounts made by two health authorities in staff relocation expenses. In total, £579,000 was paid out to help buy out negative equity for senior managers and doctors moving to new jobs.
