reduction in protected value added which would result from tariff elimination rather than the addition to free trade value added which is generated by the tariff. (The adjusted data which incorporate the effects of export and commodity taxes and subsidies were not employed, since the basic source did not report them for 1970.) It was possible to match sixty-one of the Wilkinson and Norrie industrial categories to eighty-seven of the available SITC/SIC categories. Thus, in some cases the same tariff rates were assigned to more than one industrial category. Among the secondary industries in the Wilkinson and Norrie list which could not be matched were some food products, some textiles, some wood products, and non-ferrous metals, but there is no reason to believe that the resulting sample of eighty-seven industries is biased in any particular direction.
