This second part demonstrates replacements and reductions in analytic number theory, clarifying the Twin Prime Conjecture implications.
This paper is the second part of the ``Prime Pattern System'' series. Building upon the framework established in Part I, I systematically compare the four layers of tools in analytic number theory for the Twin Prime Conjecture---M\"{o}bius inversion, parity-problem sieves, the Bombieri-Vinogradov average distribution theorem, and short-interval exponential sums---and demonstrate that the language of the Prime Pattern System can completely replace or reduce them in a clearer and more precise manner. Replacement~1: The exact product formula replaces the main term plus error of M\"{o}bius inversion, with zero error over the full period. Replacement~2: Large-factor pairs combined with the Safety Line Theorem replace the parity obstacle of sieves, transforming the problem of primality into a problem of interval membership. Replacement~3: The strict uniformity of the Chinese Remainder Theorem over the full period replaces the average distribution of Bombieri's Theorem, clearly delineating the boundary where ``global does not imply local''. Reduction~4: The lattice point-interval intersection proposition reduces short-interval exponential sums, simplifying the conjecture from an analytic estimate of exponential sums into an algebraic existence problem of an intersection. This paper also naturally incorporates Jacobsthal's function into the spacing statistics framework, demonstrating the superiority of the Prime Pattern System in describing the complete spacing structure after sieving. All replacements and reductions are built upon the rigorously proven theorems of Part~I, without introducing any new conjectures or approximations.
