In Petschek's model of magnetic-field annihilation an anomaly occurs near the neutral point if the diffusion is determined by classical electron scattering. A self-consistent picture emerges, which removes this anomaly, if we consider the possibility of collective plasma interactions (generated by a two-stream instability), in which case the conductivity is greatly reduced by electron-wave scattering. Experimental evidence to support this suggestion is offered
