Federal and state funding for social services has been drastically reduced in the past 10 years. This qualitative study examined nine agencies in Massachusetts to determine social worker and client impressions of the effects of cutbacks on agency policy and service delivery. The study found increased demands on social workers for higher productivity levels and more documentation; a deterioration of collaborative work environments; an inability to meet treatment goals; more severe client conditions on entering and leaving the system; and demands for inappropriate service delivery. The progress achieved by expanded community services is now being reversed by a system paralyzed by too many cuts.
