Changing congressional committees are examined in light of Richard F. Fenno's seminal 1973 study. The changes are analyzed according to Fenno's dual driving forces: members' goals and environmental constraints. Not only individual committees, but the committee system, should be analyzed. With this perspective, three eras are describedthe classic period studied by Fenno, the reform era (1965-1978), and now a postreform era (beginning about 1979).
