The Regional Transportation Plan of the Calabria was approved in 2016; it address the choices for the transport and logistic system in the medium and long term and aims to define unitary actions at regional level by means of a vision articulated in 4 goals: economic development, internal accessibility, external accessibility and sustainability. This vision represents the framework in which the 10 objectives and actions of Plan are developed, from which derive 100 operational measures. The objective 2 of the Plan is “Urban Areas”. The first theme of the paper is aimed at the actions that a superordinate body -the region- can plan for the municipalities, highlighting how a development of the plan in close contact between the region and the municipalities can allow a valid implementation. After approval of the plan, the phases and documents of each phase are not usually defined. The other theme is therefore that of identifying a methodology with which to highlight the acts of planning and those of execution. The results are presented, for two measures that have been completed with respect to the tasks of the region (supervisory body). This paper shows how the regional authority and executive offices of Calabria worked for realization of objective “Urban Areas”. starting from the approval of preliminary Plan proposal. The realization concerns the implementation of the planned measures and related interventions, as city logistics and area traffic-free for pedestrians. The novelty of the paper consists in presenting how a regional transport plan, even if it does not have a prescriptive role towards local authorities, if developed in concert with the Municipalities, can be able to identify shared objectives and actions for the pursuit of goals, operating with a defined methodology. It is necessary to underline that the case study is representative of many European regions lagging behind in development. The path followed to define the plan in terms of objectives and actions, and the subsequent methodology for programming and executing allow to identify an overall process independent from the reality in which it is implemented, thus providing validity for its exportability in all other regions. lagging behind in development, and, more generally, to all other European regions. The planning process of the Region can be an example for technicians and policy-makers, of how a public authority can give financial and technical support and allow other subordinate bodies and decision-makers to carry out projects to pursuit common goals.
