Over the last three years the European Institute of Education and Social Policy (EIESP) has been consultant to a group of regions from several European Union member states. The regional base of the consortium and its project portfolio provide an innovative approach both to the management of change and to the comparison of competences, skills and qualifications among European partners. This article sets out to present and evaluate the issues, objectives and provisional outcomes arising from a series of projects undertaken by the regional partners. One of the projects has already been fully implemented within its initial funding framework and thus allows a first evaluation of the approach. Other projects, still in the developmental phase, while pursuing specific objectives also pick up on the outcomes and achievements of the first project. In the spring of 1992 the Welsh Joint Education Committee (WJES) launched a major project: Developing the Common Core; a new approach to the comparison of qualifications in Europe (WJEC, 1994).
