Computer-assisted analysis demonstrates strict positivity for semilocal Weil operators at three parameters, confirming theoretical lower bounds via validated interval arithmetic.
This deposit contains a computer-assisted proof of fixed-parameter positivity for the continuum semilocal Weil operators A√c of Connes–Consani–Moscovici at the three values c = 14, 17, 19. Using a validated multiscale Feshbach–Schur reduction implemented in Arb/python-flint interval arithmetic, the paper establishes the strict lower bounds inf spec(A√c) > 5 d_c > 0, where d_c is the classical fixed-index prolate defect, with size ranging from approximately 10^(-65) to 10^(-91). Both parity sectors are treated independently. The accompanying certificate package supplies machine-readable interval artifacts, SHA-256 manifests, source files, and from-zero regeneration records. The analytic discussion of prolate structures and the uniform-c problem is recorded separately and is not claimed as a completed theorem. No uniform positivity result or claim toward the Riemann hypothesis is made.
